Brownfield
Consultation
The Chester County Economic Development Council is concerned with
not only the economic vitality and prosperity of the county, but
also committed to the environmental preservation of scenic Chester
County, namely through its Brownfield Consultation services.
Brownfields are defined as abandoned, idle or underused industrial
and commercial areas where expansion or redevelopment is complicated
by real or perceived environmental contamination. Examples of typical
brownfields are:
| • |
|
abandoned or underutilized factories |
| • |
|
warehouses |
| • |
|
older industrial facilities |
| • |
|
railroad yards |
| • |
|
gas stations |
| • |
|
dry cleaners |
| • |
|
oil storage facilities |
| • |
|
truck yards |
| • |
|
storage yards |
| • |
|
industrial storage areas abutting stream corridors |
| • |
|
sites with abandoned underground storage tanks,
etc. |
Brownfield sites simply exist as eyesores in many communities,
taking up space and impeding economic profitability. The way to
remedy the situation is through redevelopment of these sites. This
task, while effective if done correctly, is not without difficulty
nor risk. However, the positives far outweigh the negatives in terms
of outcomes, resulting in the creation of good within the community,
intrinsic rewards, increased monetary value of the property, enhanced
tax benefits and, most importantly, a cleaner environment. Through
the assistance of the Chester County Industrial Development Authority,
these brownfields can be redeveloped and revitalized into cleaner,
more productive and profitable areas for future use. Over
the past few years the CCEDC has obtained several environmental
grants from the US EPA and the Commonwealth of Pennsylvania which
have been utilized on brownfields assessment projects throughout
Chester County.
The CCIDA has established the Chester County Brownfields Advisory,
which is comprised of a team of professionals with varying environmental
expertise. Some of the services that the Advisory provides are:
| • |
|
Continuous identification of brownfield
sites |
| • |
|
Raising awareness about brownfields,
including workshops to instruct Chester County municipalities
in evaluation, remediation, and redevelopment of brownfield
sites |
| • |
|
Assisting municipalities and landowners
with the redevelopment of brownfield sites |
