PA CareerLink PA CareerLink was created to deliver "one-stop" services for training, education and employment programs. The Pennsylvania CareerLink website was launched in early December, 1998 to help job seekers in the state of Pennsylvania utilize the online sources available under the Workforce Investment Act. The PA CareerLink-Chester County continues to partner with the Chester County Economic Development Council to provide appropriate services to employers and job seekers to provide economic and workforce development services to our shared customers.
